Critical infrastructures across Europe face converging cyber, physical and climate threats that generate complex, cascading disruptions. HOMAGE proposes a paradigm shift toward human-AI co-reasoning for adaptive governance and resilience of critical infrastructures, built around human-centred research and continuous evaluation and validation of results by practitioners and operators.
